walk, then the third week over an hour away. Should the drivers for place of
incarceration be changed every time?

Yes,
to the extent reasonably possible. Particularly during the four week data
collection period in the fall, Workload Driver accuracy is critical.
If an appropriate workload driver is missing, it fails to describe the characteristics of a
case needed to explain resource requirements. By contrast, leaving an inaccurate driver
coded to a case undermines the reliability of the statistics.
Best efforts to update workload drivers are important.
