Workload Drivers - Multiple codes for client-detained distance?

Question: In this district, our clients are never detained within walking distance, and are sometimes detained more than an hour away.

If the “more than an hour away box is applicable,” is it duplicitous to check the not walking distance box? Or are we supposed to check all that apply (which would mean both?)

Answer: Just one.  “Detained more than an hour from the staff member’s office” will always trump the “not detained within walking distance.” Both drivers are never applicable at the same time.
